Your Excellency,

I am enclosing a copy of a letter which I have addressed to the Secretary of State for Defence, Dr John Reid. In it, I have expressed my concern for an Iraqi-British prisoner in Basra, Iraq. Apparently he has been kept there for over a year now without any charges having been brought against him; indeed, there is no clear evidence that he is guilty of the crimes of which he is accused.

I would be most grateful if you would also use your influence to inform the Minister of my concern, which is shared by many other members of Amnesty International. Your support in this matter would be greatly appreciated.

Dear Minister,

The human rights association, Amnesty International, has brought to my notice the case of Hilal Abdul-Razzaq Ali Al-Jedda. This person, who possesses both Iraqi and British nationality, has been imprisoned in Iraq for over a year now without charges and without access to a court of law. After being apprehended by US troops in Baghdad he was handed over to the British army near Basra. There he has been kept in the temporary prison of Shu’aiba, without any chance of appeal. Amnesty International is concerned that this state could be extended indefinitely.

Apparently he has been accused of actions punishable by law. The British authorities, however, have stated that the evidence against him is not sufficient to raise charges against him.

We fear that certain international human rights agreements, to which Great Britain is signatory, are being violated. Also, it is known that Hilal Abdul-Razzaq Ali Al-Jedda is not alone in suffering this fate. A total of over 15.000 people are being held in similar circumstances.

I should like to ask you to arrange the immediate release of the above-mentioned prisoner, unless he can be accused of a punishable offence, in which case he should be given a fair trial under international ly recognised conditions.
