Exzellenz,

hiermit übergebe ich Ihnen einen Brief an den Präsidenten Ihres Landes. Er wird darin gebeten, die Hinrichtung von Iskandar Chudoberganow auszusetzen, solange der Fall dem UNO-Menschenrechtsausschuss zur Untersuchung vorliegt. Darüber hinaus wird er aufgefordert, das gegen Iskandar Chudoberganow verhängte Todesurteil sowie alle weiteren anhängigen Todesurteile in Usbekistan in Gefängnisstrafen umzuwandeln. Außerdem muss Iskandar Chudoberganow unverzüglich Zugang zur notwendigen medizinischen Versorgung erhalten.

Ich bitte auch Sie, sich gegen die Todesstrafe auszusprechen und sich für ihre Umwandlung einzusetzen.

Dear President,

I am deeply concerned about the fate of Iskandar Chudoberganow, who is in imminent danger of execution.

In November 2002 the death-sentence was imposed on him on the charge of having been involved in a bomb attempt in Taschkent. But it must have been a very unfair trial incriminating him in any possible way. However, the two witnesses who had testified against him withdrew their evidence in court declaring that it had been extracted from them by torture.

I should like to urge you to stop the execution from going ahead as long as the UN Human Rights Committee, which has intervened on behalf of Iskandar Chudoberganow, has not yet finished its investigation into the case.

Iskandar Chudoberganow also seems to have been denied regular medication for his tuberculosis which has even been aggravated by harsh prison conditions as well as the torture he suffered from law enforcement officials such as beatings and electroshocks. So I also ask you to ensure the necessary medical treatment for him.

It is not only the fate of Iskandar Chudoberganow that worries me very much, but it is also all the other cases of impending execution in Uzbekistan as the death penalty constitutes a cruel, inhuman and degrading punishment and is a violation of the right to life proclaimed in the Universal Declaration of Human Rights. So I appeal to you that all death sentences be commuted into terms of imprisonment.
