Exzellenz,

Mayor Rodrigo Duterte
City Hall
City Hall Drive
Davao City 8000
PHILIPPINEN

Dear Mayor,

I was deeply shocked when I heard about the death of Bobby Alia, a fourteen-year-old boy or should I rather say: a mere child, who was accused of dealing with drugs and carrying a knife. According to newspaper reports he was killed the day after his release from police detention.

Bobby Alia was not the only one who fell victim to people who took the law into their own hands. It is to be feared that authority officials and police officers are involved in these extrajudicial killings. Since 1998 more than 320 persons have lost their lives in the streets of Davao City with increasing numbers of deaths since the year 2000. Those concerned mainly belong to marginalized groups such as street children and members of youth gangs from the poorer districts, who are suspected of offences like drug dealing or property offences and shot dead by people on motorcycles.

It would appear that members of the municipal authorities are well involved in what has been happening as "extrajudicial killings" were openly declared "to be an acceptable and effective measure in the fight against crime and that criminals will have a good chance to die". The authorities deny having a share in the killings, but up to the present day no otherpeople have been brought to justice yet and all investigations have come to nothing.

I should like to appeal to you to condemn all extrajudicial killings of suspects in public and initiate impartial investigations into these crimes with the objective to put to court those responsible for them.

Yours sincerely
