Sie erhalten hiermit eine Kopie meines Schreibens an die Präsidentin Ihres Landes. Darin wird Sie über die Schicksale von einigen Menschenrechtsaktivisten auf der Insel Mindoro informiert, mit der Bitte, diese Fälle untersuchen zu lassen und wirksame Maßahmen zu ergreifen, um weitere Tötungen zu verhindern, sowie die Verantwortlichen von früheren Fällen zur Rechenschaft zu ziehen.

Dear President,

I was very concerned to hear about certain incidents involving human rights activists on the Island of Mindoro. In the run-up to elections on the island, several people have been attacked and killed. I should like to bring these cases to your attention, in the hope that you will be able to initiate some effective measures to investigate the incidents and to prevent any such further crimes.

The lawyer Juvy Magsino, a candidate for the mayoral elections, and Leyma Fortu, an activist in the human rights organisation "Karapatan", were attacked and killed in their car on 13. February 2004. One year previously, in April 2003, another member of "Karapatan", Eden Marcellana, and the spokesman of a farmers' union, Eddie Gumanoy, were abducted by a group of armed men. Their bodies were later found showing signs of torture and bullet wounds.

It is suspected that such murders have taken place within the framework of military action to control rebel activities on the island. In the case of the two murdered men, an investigation came to the conclusion that the 204. Army Brigade was responsible. The commander of the brigade was removed and later even promoted. No actual punishment was ever assigned.

I appeal to you to instigate an independent inquiry into the deaths of the two women in order to find those responsible and to bring them to justice. I would also ask you to ensure that those responsible for the deaths of the two men be adequately punished, and that all measures should be undertaken to prevent further attacks on human rights activists in Mindoro.
