Juli-Brief 2004

His Excellency Bashar al-Assad
President
Presidential Palace, Abu Rummaneh
al-Rashid Street
Damascus
Syrien

Your Excellency,

I have read with great interest and pleasure that Hassan Watfi, active member of the Arab Organization for Human Rights and of the Committee for the Defence of Democratic Liberties and Human Rights (CDDLHR), has been released from jail, together with Ahmad Kazim. Now, unfortunately, I have heard that the leader of CDDLHR, Aktham Nu'aysa, was arrested on 13th April after the publication of a report on violations of human rights in Syria.

Aktham Nu'aysa is regarded by Amnesty International as a non-violent political prisoner, and his imprisonment is seen as being in conflict with Syria's obligations as signatory to international human rights agreements. Despite poor health he was kept in an unknown place with no contact to the outsided world for one week, with the result that he suffered a stroke. On 22nd April, regardless of his ill health, he appeared before the State Security High Court in Damascus, where for 2 days he was interrogated about his work for human rights. His activities for CDDLHR were described as being "contrary to the ideals of the socialist State" and as "rejecting its revolutionary aims". I have been informed that he is now in solitary confinement in Sednaya Prison.

Aktham Nu'aysa has already spent several years (1991 - 1998) in prison where he was ill-treated and tortured. Since his release both he and his family have constantly been under observation by security personnel, resulting in this latest arrest.

I believe that Aktham Nu'aysa was only exercising his legitimate rights as a campaigner and activist for human rights, rights which are expressed in, among others, Article 19 of the Universal Declaration of Human Rights: Everyone has the right to freedom of opinion and expression.

I would ask you to order the immediate and unconditional release of this man,

Yours sincerely,
