Exzellenz,

Dear Lieutenant General,

I am writing to you on behalf of Win Htein, who is serving a term of 14 years of imprisonment. He is certain to be a prisoner of conscience.

He had worked for the well-known opposition leader and nobel-prize winner Aung San Suu Kyi, when he was arrested together with a number of other members and sympathizers of the National League for Democracy (NLD) in 1996. He and four others were charged with planning to film withered rice fields intending to send the video to the UN Human Rights Commission and they were sentenced to seven years imprisonment. Few days later he was tried again and sentenced to seven more years` imprisonment, because he was said to have organized a meeting between a journalist and a former detainee to give information on torture in jail. Both trials seem to have completely fallen short of international standards concerning fair legal proceedings. I was very much surprised to hear that the term of imprisonment might even have been fixed in advance.

In 1989 Win Htein had been arrested for the first time because of his non-violent political activities. I was shocked to learn that he was also exposed to torture during his detention such as lack of drinking water for 27 days and other kinds of bodily and mental torment. Later he was held in solitary confinement for two years and eight months not being allowed to leave his cell or see his family. I urgently ask you to release Win Htein immediately and unconditionally. He had and still has to suffer all this because of political reasons, although he had never used or advocated any violence. He has even lost his health in prison and suffers from various diseases needing appropriate medical treatment. I beseech you to give orders for his immediate release, so that he can also consult a doctor without delay.

Yours sincerely,
