Your Excellency,

Last October I was pleased to hear about measures taken to clarify the terrible incidents in Abepura, a suburb of Jayapura, in the year 2000 when around one hundred people were arrested with three students even killed. But I cannot understand why there is so much delay in actually starting the prosecutions.

According to reports of amnesty international the Police Mobile Brigade (Brimob) and the local police in the province of Papua were responsible for violations of human rights including the unlawful detention and torture of around one hundred people in Abepura in December 2000. Two students, Johny Karunggu and Orry Doronggi (18 and17 years of age), died from their injuries. Elkius Suhuniap (18 years of age) was killed when he tried to flee.

It is true that some time before this terrible incident an assault had taken place on a police station in Abepura. But it seems that none of the above-mentioned people was involved in this case.

I should like to ask you to break the resistance of the authorities to bringing perpetrators of human rights violations to justice. The investigations already made must finally result in fair trials.

Yours sincerely,
