Exzellenz,

Sie erhalten anbei eine Kopie meines Schreibens an den Innenminister Ihres Landes. Darin wird er gebeten, eine gründliche und unabhängige Untersuchung der Vorwürfe von drei Bürgern von Duschanbe. Sie behaupten, von der örtlichen Polizei geschlagen, beschimpft und gefoltert geworden zu sein. Leider wurden ihre Ermittlungsakte geschlossen ohne dass die verantwortlichen Behörden zur Rechenschaft gezogen werden konnten.

Ich appelliere auch an Sie, Amnesty International in diesem Fall zu unterstützen und unsere Sorgen dem Minister vorzutragen.

Dear Minister,

I am writing to ask for your intervention in the following case which has been drawn to my attention by the human rights organisation Amnesty International.

Three citizens of your country: Viktor Dudenkov, Vladimir Vasilitschikov and Jelena Dudenkova, claim to have been mishandled, beaten and tortured and forced by the police to sign false confessions obtained under duress. They had been accused by the local police of murdering the mother of Jelena Dudenkova, who had been missing for some time. Despite their pleas of innocence the police proceeded to mishandle them. Following complaints to the Public Prosecutor by the two men they were given a medical examination and their complaint was upheld. They then appealed to the authorities to have those responsible for illtreating them to be brought to justice. In August 2004 they learned that the proceedings had been closed as there was "no sign of any criminal behaviour on the part of the police."

I should like to ask you to order a complete and independent inquiry into the accusations of these three persons. The authorities should provide adequate measures for their protection, and those responsible for their maltreatment should be brought to justice.

I should like to remind you of Article 5 of the Universal Declaration of Human Rights: No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
