Anbei erhalten Sie eine Kopie meines Schreibens an den Justizminister Ihres Landes mit der Bitte, dass er eine unabhängige Untersuchung der Vorwürfe von Folter und sexueller Misshandlung der jungen Frau Gülderen Baran einleitet.

Ich hoffe sehr, Sie werden mich auch in dieser Angelegenheit unterstützen.

Dear Minister,

I am writing to you to bring to your attention the case of Gülderen Baran.This young woman claims to have been tortured and sexually assaulted by two police officers in the Anti-Terror Department of the Police Headquarters in Istanbul in August 1995. Although this took place almost eight years ago, Ms Baran is still unable to move her arms as a result of the injuries sustained.

Despite the fact that the two officers admitted beating the young woman, they have still not been tried. In March 2002 the proceedings were adjourned. The defence lawyers of the accused have constantly found excuses to delay the proceedings, and one of the accused officers, instead of being suspended from duty, was even promoted.

This is by no means the only case of this nature. The human rights association Amnesty International has details of many cases of women having been tortured and sexually abused whilst in police custody. Most attempts to bring their aggressors to justice have failed. Lawyers working on their behalf are themselves open to attack from all sides. According to Amnesty International, the fact that the legal proceedings are constantly being delayed and interrupted is chiefly responsible for the lack of appropriate sentencing and punishment in cases of sexual abuse, torture and other violations of human rights.

I should be very grateful if you would instigate an independent inquiry into the accusations of Ms Baran, and, as appropriate, bring those responsible to justice.
